Kuleba

Dmytro Kuleba, former Minister of Foreign Affairs of Ukraine until the summer of 2024, has been a leading voice on the global stage not only in defending Ukraine’s sovereignty, but also in highlighting the urgent dangers of information warfare. In his recent work, he reflects on the distortion of facts and deliberate manipulation of information, a phenomenon that has become increasingly weaponized—especially during times of war, crisis, and political instability.

Kuleba draws from Ukraine’s experience on the frontlines of both military and informational conflict, emphasizing how truth itself has become a battlefield. Disinformation, deepfakes, and AI-generated content are no longer fringe issues—they shape public opinion, alter diplomatic outcomes, and erode trust in democratic institutions.

As artificial intelligence rapidly emerges as a dominant force on the internet, Kuleba urges democratic societies to develop strategies that combine transparency, digital literacy, and international cooperation. He believes that while technology can be misused, it can also be harnessed to defend truth and accountability—if guided by ethical leadership.

His insights are not just about Ukraine; they are a warning to the world. In an era of blurred realities, how we respond to information distortion may define the future of democracy itself.

The topic of information warfare is highly relevant in today’s global society. Kuleba analyzes how the war for reality is unfolding in Ukraine and identifies five basic rules that can help win it. This is, in effect, a practical handbook on personal data protection, critical thinking, and resisting manipulation in the age of the internet and mass digitization. Particular attention is given to the current hybrid war taking place in the informational space between Russia and Ukraine, with a strong focus on Russia’s propaganda efforts.
